The project is divided into two zones: East and West. The East Zone consists of three main buildings: the Comprehensive Building, the Special Medicines Warehouse, and the Elevated Warehouse. The Comprehensive Building in the East Zone is used for office purposes, while the Special Medicines Warehouse and Elevated Warehouse serve as pharmaceutical storage facilities. By integrating automated and intelligent logistics equipment, the project focuses on emergency material supply as its core function, meeting the emergency medical supply storage needs of Shanghai, a megacity. It also features a special medicines warehouse operated without human intervention. The Planning and Resources Bureau of Putuo District adopted a “one certificate, multiple inspections” model, enabling the East Zone Comprehensive Building to be put into use one and a half years ahead of the original schedule, thereby maximizing the project's economic and social benefits.
